Parish Council Summary of Meeting held 04.02.26

At the recent Parish Council meeting, the Rural Housing Enabler was present to discuss how we can potentially proceed further with affordable housing in the village.  As it has been numerous years since the last housing needs survey was carried out, a new survey will be undertaken.  The Rural Housing Enabler will circulate this in the next couple of months. This will be via a paper copy to each household, with the option to complete online.
 
We are aware there are a number of street lights needing attention, and despite being reported, remain broken. However, we have been informed that all the street lights throughout the village will be replaced within the next couple of weeks. Hopefully, this will be the solution to all the lighting issues. 
 
The blocked drain outside the shops has been reported at the end of last year but obviously still remains blocked.  This will be reported once again.
 
We are waiting for confirmation from the Duchy of Lancaster that ditch works can go ahead.  The works should be completed by the end of March 2026.
 
We have excellent news that, finally, the mast in the village now has a back-up generator, and therefore, should we lose power, we should still be able to use our phones.  Thank you to all who have helped push for this.  I am sure you will agree this is a fantastic outcome.  
 
Unfortunately, trods have been damaged in the village, which will be reported to North York Moors National Park.
 
The opportunity to tender for the sieve cutting will be offered shortly.  Further details to follow separately.

Support for famers affected by the wildfire_September_2025

Following on from the recent Parish Council meeting in September 2025, below is a brief summary:
 
The first topic of discussion was the Langdale Moor fire.  The Parish Council wished to express their sincere thanks to the Goathland Fire Crew and all other crews, farmers and everyone involved in helping to control the blaze.  There dedication and tireless hard work is very much appreciated, and a big thank you to everyone.
 
The Highways issues remain outstanding, with the addition of the road sweeper to attend Beck Hole banks to keep these clear of leaves.  
 
Various maintenance jobs are also outstanding. However, contractors are aware and these repairs/refurbishments will be carried out in the not too distant future.
 
The replacement of the village street lights is ongoing and a further update will be available following the October meeting.  
 
The seat up from the Station, just before The Mill Green Way turn will be repaired; a new plank will be ordered.
 
North York Moors National Park has asked for two priority footpaths to be identified for maintenance. Councillors are going to feedback at the next meeting, regarding which routes they think would benefit.

Following on from the Parish Council meeting held on Wednesday 4th June, below is a brief summary of the meeting:
 
Due to the cost implications unfortunately a layby from the church towards Cherry Tree (on the Egton Road) will not be pursued, however the Duchy would be happy for North York Moors National Park and Highways to take this forward.
 
We would like to know if you are aware of any ditches which need clearing/digging out, as we are looking at the next programme of works.  Please email goathlandpc@hotmail.co.uk if you are aware of any that need attention.
 
No Overnight Parking and No Parking signage, due to the cost of the metal signs and these being repeatedly stolen, the Duchy would like to provide laminated signs which can be replaced more frequently.  
 
The council have been successful in the Duchy of Lancaster Benevolent Grant, we will be refurbishing both bus shelters over the next few months.
 
Spraying of the thistles will commence early June followed by the sieve cutting towards the middle/end of June, all weather dependent.
 
Repairs will be carried out to all village noticeboards will replacement cork.
 
Please note:  The Parish Council will not be meeting in July, the next meeting of the council will be Wednesday 6th August, 7pm in the village hall, when we will have the Resilience and Emergencies Officer in attendance from North Yorkshire Council.  The talk will be about the purpose and reasons behind having a community resilience plan, and if we feel it would be beneficial to our community.  If you would like to hear more about this and become involved, we look forward to seeing you.
 
 
 
 
 
Following on from the Parish Council meeting held on the 5th March 2025, below is a brief update:
 
We welcomed Gary Savill to the Parish Council meeting who volunteers for North York Moors National Park, he gave a very informative and interesting presentation on the Dark Skies Friendly Community Scheme and how as a village we can work towards achieving even friendlier dark skies.  The Parish Council opted to pursue the application to become a dark skies community with the help of Gary.  Dark Skies Presentation
 
Highways
It was noted following the recent patching damage has been done in numerous places to the sets and footpaths, also poor patching works have been carried out without the removal of debris prior to patching.  The yellow/white lines need reinstating with immediate effect.
 
We have requested the road sweeper attends Beck Hole but this will also be asked for the whole village.
 
The Parish Council will be contacting North Yorkshire Council Trading Standards Officer to ensure events carried out in the village have obtained the correct permits/safety assessments.  Please note this is not when events are held at the Hub or Hall, specifically when held on Duchy of Lancaster land.
 
We will be writing to NPower with regards to all the recent power cuts and the consequences of this for vulnerable people, the loss of mobile phone signal and also loss of water.
 
Complaints have been received about campervans parking at the entrance to the village, it was decided to contact the Duchy of Lancaster and North York Moors National Park to try and find a solution.
 
It was noted the applications are out to tender for the sieve cutting in the village – deadline of the 28th March 2025.

Following on from the Parish Council meeting held on Wednesday 6th November, below is a brief update:
 
We are pleased to have co-opted Phil Newton into the councillor vacancy, we now have all seven seats filled.
 
The police were in attendance at the meeting, still advising, should anyone have any concerns about a rural crime being committed to quote “operation alibi”.
 
North Yorkshire Council/Highways:
The clerk was asked to speak to North Yorkshire Council Lighting Team to find out what is happening with the lamp column near Cross Pipes (by the roundabout), this has now been out of action for months.  We have also been advised that the painting of the lamp columns will take priority early next year.      Cllr Andy Thompson has checked all salt bins and provided what three words locations, therefore damaged bins can now been reported.  If you do find a bin that has solid grit in, please do let us know.  The mortar on the bridge in Beck Hole will be looked at once NYC have a team in the village.  We have asked for an update on Beck Hole Road subsidance, and the response is still awaited.  Other highways issues remain outstanding.
 
Duchy of Lancaster:
The Duchy are still liaising/due to liaise with NYC regarding the layby on the Egton Road.  Signage for near the Reading Room and also outside the shops stating “No Parking” have been ordered,  along with “No Overnight Parking” at the gravel car parks as you enter the village.  The ditch works have been instructed to go ahead, however we do not have a date for the works to commence, the Duchy of Lancaster were chasing up a start date.  Easements in the village are being looked into by the Duchy’s solicitors as various concerns have been raised about extended easements/materials used/allowed for easements.  The clerk was asked to get clarification on the Benevolent Fund criteria after recently being unsuccessful in an application.
 
Landline moving to digital:
Unfortunately, EE will not provide the Parish Council with much of an update, they will not divulge whether there is a generator back up at the mast and encourage each individual customer to contact them should they have concerns, however the advice is still not to transfer over.
 
North York Moors National Park:
Works are nearly complete on Gale Fields, the Parks are looking into possibly getting rid of the wooden bridge and putting a culvert in, however still keeping the old stone bridge.
 
Parish Council:
A Whats App Group has been set up for the installtion of the Christmas Tree, however we are always happy to have more volunteers should you wish to help.  The Parish Council will be happy to help coordinate, but will be passing this over to the group to organise.
